What Drifters are
The official beginner guide defines Drifters as unemployed pirates with no upkeep who are required to construct buildings and need housing. Assigned pirates are different because they have job types, upkeep costs, and housing needs. That means Drifters are both population and construction capacity. If every pirate is assigned, the settlement may look productive while new building work slows down.
Where more Drifters come from
Collected community and guide data says events at sea can reward more Drifters, with prison ships and shipwrecks described as consistent sources. Community events on the island can also bring castaways, usually with a Cohesion or sentiment tradeoff. Some comments mention specific amounts such as 50 or 80 Drifters, but those values are not stable enough for a final guide without checking the current patch. Write those numbers as not confirmed if used.
Avoid wasting them
Keep enough Drifters available for construction before staffing every production building. When expanding to new Pirate Camps, provide housing and open jobs so pirates can move into useful roles. Cohesion matters because taking in large groups may come with a cost. Since Cohesion reaching zero ends the run, use it deliberately rather than treating new population as free.
